[tex-live] night update: fmtutil failure

I tried to add them but it still has not solved my problem (I copied them
from /usr/local/texlive/2013/texmf-dist/doc/latex/babel/bplain.tex where
they were put by tlmgr):

% ls -l  /usr/local/texlive/2013/texmf-dist/doc/latex/babel
