[tex-live] night update: fmtutil failure

1) On several computers (all running MacTeX 2013) this night update
resulted in
fmtutil: Error! Not all formats have been built successfully.
Visit the log files in directory
/usr/local/texlive/2013/texmf-var/web2c
for details.

This is a summary of all `failed' messages:
`pdftex -ini -jobname=eplain -progname=eplain -translate-file=cp227.tcx
*eplain.ini' failed
2. Attempts to run
(sudo) fmtutil --byengine pdftex --byfmt eplain
resulted in the same error:
