No, it's not about matching names, but about contents. I'm not yet
sure what functionality exactly has been changed in Babel recently.
The luatex-specific part of the package which takes care of loading
patterns on demand (originally contributed by Elie, Manuel, Khaled) is
a literal copy of hyphen.cfg from Babel with a few minor patched
applied. Ideally we should be able to get rid of hyphen.cfg before TL
release. If not, the contents should at least be brought up to date.

I uploaded a new version to CTAN now.

But please don't add Thai patterns as a new TL package yet as it would
be nice to get some testing first. I'm mostly confused about the way
that the patterns should be used and the way they are supposed to
interact with ICU word splitting built into XeTeX and how they work in
pdfTeX and LuaTeX at all.
