Yes, hyphen-armenian does, but collection-langarmenian doesn't even
depend on hyphen-armenian. It depends just on
   depend collection-basic

I belive that when Armenian package was removed, apparently for licence reasons:
    http://tug.org/svn/texlive/trunk/Master/tlpkg/tlpsrc/collection-langarmenian.tlpsrc?r1=14727&r2=20529
the collections remained without any content.
