[tex-live] TL13: Installation of biblatex-philosophy fails

When trying to install the package I get the error

TLPDB::_install_package: couldn't unpack
http://ftp.uni-erlangen.de/mirrors/CTAN/systems/texlive/tlnet/archive/biblatex-philosophy.tar.xz
to D:/texlive/2013/texmf-dist

Before this the update failed on this package. In the tlmgr-gui I
had a message "trying to unwind" but nothing happened for some time
and so I closed the manager.
