Hi Wybo (and all),

    install-tl inserts 2013/.. in TEXMFLOCAL

Akira pointed out to me that kpathsea already defines
SELFAUTOGRANDPARENT, which seems like what is needed.  I haven't tried
it, but if you want to experiment, try inserting
TEXMFLOCAL = $SELFAUTOGRANDPARENT/texmf-local
in your texmf.cnf.

Assuming it works as expected, I figure to make this change for an early
update after the release.
