[tex-live] xdvi not in texlive 2013 for Windows

TeX Live has to treat Windows and Unix differently in many places.
This makes the code less maintainable or at least less comprehensible.
Since we are talking about a few tiny files (not even a package), it's
certainly better to avoid the extra complexity here.
