[tex-live] Bug: New contracard package missing directory and essential file

The new contracard package is missing the contracard.cls file.
Also, the directory /tex/latex/contracard/ is missing.

It seems one must run latex on contracard.dtx for the class
file to be created. This also creates the file contracard-style.sty,
but that appears to be needed only for the contracard documentation.
