This is the first such report that we get. Before we add the .exe
extension, a few of questions:

- What is the value of PATHEXT ? (Type
  echo %PATHEXT%
  in a command-prompt)
- What version of Windows are you running?
- Is this a private machine or a work-provided one, on which IT may
  have imposed all sorts of weird restrictions?

However, I am really just groping in the dark as to why a bare `perl'
should not work on your system.
