Not really. texdoc uses heuristics if there isn't an exact match and
it's clear that these heuristics fail in many cases. If the name of
the package is different from what one expects, it's possible to
provide an alias (for instance "amsmath" for "amsldoc.pdf").
But there is no solution for documentation that doesn't exist.
I'm wondering which file is supposed to be displayed when people say
"texdoc perl".
