Something like that yes. When the package is build and installed it just tells Debian or Ubuntu that certain packages have already been installed. And thus apt-get should not attempt to install a plethora of texlive packages.
Note that the auctex installation might fail since for some reason it will also install a latex package in a location that doesn't not exist when one is not using the debian/Ubuntu tl. Just run a forced install, the package is also included in tl

Are the instructions in the debian page[1] correct?
The texlive-local does not seen to do much. Shouldn't it suppress synaptic/...
from wanting/allowing the installation of the distro's packages?
If you list the packages it says that texlive-local is installed, but it
allows me to install the distro packages. Is this right?
