[tex-live] pinning not working on win32?

not broken, not dump.

after the install microtype was already installed from the main repo
then you added the tlcontrib
after that you typed
	tlmgr install microtype
but tlmgr sees that this package is already installed, so it does
nothing.

You have to reinstall a package to get it from the pinned source:
	tlmgr install --reinstall microtype
will pull in the version from tlcontrib
