[tex-live] [install-tl] Limitation on length of installation path?

Hello,

I played with installation of TL into `~' and faced with strange
"limitation" of `install-tl':

if I set installation path (TEXDIR) to
  ~/usr/local/texlive
which is expanded to
  /home/vladimir/usr/local/texlive
installation goes fine, but when I tried to use
  ~/usr/local/texlive/2012
(expanded to
  /home/vladimir/usr/local/texlive/2012
) 'install-tl' warns me:

!! The default location as given below is forbidden or
!! can't be written to.
!! Either change the destination directory using <1> or create it
!! outside this script.

After I created that directory manually and returned to main menu
installation process goes without problem.

Also, removing either `local' or `texlive' (i.e. setting installation path to
  /home/vladimir/usr/texlive/2012
or
  /home/vladimir/usr/local/2012
) allows to install TL without manual intervetion.

Is this intended limitation?

OS: Fedora 17, i686, in VirtualBox
