[tex-live] restoring a backup to TEXMFLOCAL ?

Hi,

is there an option for tlmgr
to restore a backup-ed package into
the TEXMFLOCAL directory?

my question is motivated by this:
when a package turns into
obsolescence or other problems and is
removed from the TexLive distribution,
and a user absolutely wants to resurrect  
it without having to download from CTAN
and follow all the installation steps (fonts...)

a simple way is to 
restore the backup done at the time of removal
from texlive distribution

but this puts it in yyyy/texmf-dist

and what then when yyyy becomes yyyy+1?

so restoring from a back-up to TEXMFLOCAL
(or another TDS compliant tree) would be nice,
perhaps it is already possible, I did'nt see how.
