    I just would like to point out that in my TeXLive 2012 (MacTeX, not
    updated yet) texdoc stubs opens stubs_ex.pdf instead of stubs.pdf.

stubs.pdf is not included in TeX Live because the author declined to
provide the source.

    texdoc pgfplot 
    gives the pgfplots README, which seems strange.

I expect it's the result of a substring search.  Whereas texdoc pgfplots
exactly matches the .pdf.  Up to Manuel whether he thinks an alias
pgfplot=pgfplots is worthwhile.
