[tex-live] "Update all installed" following virgin install does nothing

And now, a new artefact :-)

If I now repeat "Update all installed", despite downloading
no updates, the TeX Live Manager insists on re-building all
formats, via "mtxrun --generate".  This seems somewhat
unnecessary; is there any reason why it does this ?
