Strange. I checked the source. The open_in_or_pipe function
does return something true, I added some debug statemtns and got:
(/usr/share/texlive/texmf-dist/tex/latex/base/size10.clo))DEBUG: found a pipe
DEBUG: runpopen did succeed
DEBUG: after setvbuf
DEBUG: fptr is not NULL

! I can't find file `"|kpsewhich -var-value=max_print_line"'.

So we reach the end of the open_in_or_pipe statement:
	return *f_ptr != NULL;

But after that I couldn't trace it further, the open_in_or_pipe is only
used (AFAICS) in the macro aopenin, which in turn does not show up
a lot, so I gave up.

Hope Peter or Akira has better ideas.
