[tex-live] "forcibly removed"??

updating this morning (on autopilot -- i believed nothing had changed),
i was told

$ tlmgr update --all

what does this "skipping" mean?  neither package has been removed
(kpsewhich finds them); there's nothing in tlmgr.log about them.

is the ctan mirror (which i maintain) not up-to-date (today's rsync
mirror from the master site pulled rather little)?
