I had looked at some docs actually, but obviously didn’t read
carefully. ;-)

Yes.

No. I already had a makeindex invocation in the makefile that I got from
Dominique Unruh, so I didn’t read carefully when the docs talked about
calling makeindex. The problem was that Dominique’s makeindex invocation
was only for the index. I’ve added one for the changelog, and now it
works. :-)
