[tex-live] Win 7: installationproblems, Perl stopped working

This is STRANGE!!! And might point at a problem.
I don't know why, but what should be there is *only*
en-us
as far as I remember, not that long longstring...

This is simply screwed ...

That makes it even more strange. That Data/Dumper.pm does not much but
define a lot of subs, but it loads some binary stubs.
I have no idea whatsoever why this happens.
Especially when you give
--lang en
it should NOT crash at all...
Can you please use the attached trans.pl, replace yours (make a backup copy!)
and run:
install-tl -v -v
install-tl -v -v --lang=en
install-tl -v -v --lang=de
