[tex-live] tlnet'10 freeze, tlpretest'11 start

Last night's was the final build for tlnet of TL'10.
(Herb, you can make that final MacTeX image now if you like.)

I'll send another notice when the first pretest build is ready.  Might
be a couple days.  (The general procedure will be the same as in last
couple years.)
