Yes, hyperref unfortunately often causes problems since it overrides almost everything. But I don't think that TL needs a policy different from other software, which also doesn't get bug fixes till a distribution upgrade. The difference is that Ubuntu users get bug fixes and new features twice a year for all other software, but only every other year for TeX.
