All I know is that Hans always requests pdfopen.exe to be present in
our distribution which proves its usefulness for Windows people.

I fetch it from Akira's w32tex.org page. I have no idea how he
compiles the program. His complete source (that I didn't try to check
if pdfopen is also there) are here:

(I'm referring to a mirror because the main server does not allow downloads)
