    In the case of luatex --ini, kpse_program_name is a garbage

1) Seems like that is a general problem that should be fixed.  It
   shouldn't be "garbage".

2) The problem doesn't manifest as anything about the program name
   (there is no garbage in the file name), but as about relative path
   names in the input file.

(It's also fine with me if this doesn't get fixed for TL'11.)
