[tex-live] problems with spaces under windows

Hello,

My previous report about hanging installation is not reproducible, but
the following problem is. The installation into path with spaces works
fine, tlmgr --help, "tlmgr search" all work fine, but "tlmgr install
whatever" reports the following

c:\>set PATH="C:\Program Files\TeX Live\bin\win32";%PATH%

c:\>tlmgr install mpost
tlmgr: package repository http://ctan.ijs.si/mirror/tlpretest
'""C:\Program' is not recognized as an internal or external command,
operable program or batch file.
package mpost not present in package repository.

c:\>tlmgr search pdftex
 dvipdfmx - An extended version of dvipdfm.
 luatex - The LuaTeX engine.
 pdftex - A TeX extension for direct creation of PDF.
 tex - A sophisticated typesetting engine.
