Hmm, not here ...

Here on x86_64 I have:
$ fmtutil-sys --byfmt ptex
fmtutil: running `ptex -ini   -jobname=ptex -progname=ptex ptex.ini' ...
This is pTeX, Version 3.1415926-p3.2 (utf8.euc) (TeX Live 2011) (INITEX)

while you have

WHy the difference between sjis and utf8???
