[tex-live] tl2011: ptex format generation error

Hi,

building ptex format with the command

  >fmtutil-sys --byfmt ptex

ends with an error

> (f:/texlive/2011/texmf-dist/tex/ptex/base/kinsoku.tex
> ! Missing number, treated as zero.
> <to be read again>
>                    ^^81
> l.27 \prebreakpenalty`?^80^^81
>                                =10000
> ?
> ! Emergency stop.

Full log file is attached.

Can you reproduce the problem?  System is Windows 7, x64.
