[tex-live] Please add the new version of Persian-bib to TeXLive 2011

the new version has been on ctan for a while; i have just (<30 mins ago)
updated the catalogue entry (i've been away).  if you asked for
announcement, it will appear shortly, but of course the tex live team
will have seen the update by now, if they're still looking at ctan.
