i was slightly worried that tl developers wouldn't be able to react in
time to 2.13, but didn't send them a separate message.

2.13 was slated as "deal with compilation issues [and something else]",
so i would assume that compilation of 2.12 was having trouble.  i
installed the upload of 2.13 pretty quickly, but what with timezone
delays, it probably wasn't early enough...
