[tex-live] dvisvgm crashed: Windows/TexLive (10 and 11) +babel[russian]

Akira, thank you for your efforts!

But I reproduce the bug on two different PC — both of them Windows 7, x64bit.

Also I made fresh install of TexLive-2010 (minimal+dvisvgm) — the bug still exists.
