I have the same problem. Does anyone know if any of the slightly
older versions of asymptote will work with this version of texlive?
I've put a binary (compiled by Norbert) at
http://tug.org/texlive/files/asy-2.13-x86_64-linux.gz. It'll be in
tlnet after updates resume. If problems with it, let us know.
