[tex-live] Location of Lua files

Well I don't know all details but I think that "real" scripts
(batch-files, perl-files, lua-files connected with an exe in the
miktex/bin folder) don't rely on something like kpathsea in miktex.
Miktex has a scripts.ini (which is signed and can't be change by
users) which points to a specific subfolder in a texmf tree:

mkluatexfontdb=scripts/luaotfload/mkluatexfontdb.lua

The script must be in this folder in one of the texmf-trees.
