You installed from DVD, but now the DVD is not in the drive.
I would suggest doing:
	tlmgr option location ctan
	tlmgr update --list
	# check the output
	# probably call:
	tlmgr update --self
	# and finally
	tlmgr install --reinstall biblatex

You can also update all your packages:
	tlmgr update --all
