Yes, can be removed.  We can simply refer people to texhax. :)

Actually the stuff in texmf-dist/doc comes from the individual
packages.  The installer always installs the documentation provided by
the packages it installs.  There is an option which allows to disable
installation of documentation, but this cannot be set in individual
schemes.
