[tex-live] lualatex failure after update

In applications other than luatex, in_name_ok and out_name_ok was moved
to kpathsea. Therefore the behavior became slightly different compared
to the old one, where they were tested in texmfmp.c and lib.a.
The behavior in luatex is the same as the old implementation.

You can test:
If you write the full path for latex.ini in fmtutil.cnf
$ openin_any=p fmtutil-sys --byfmt latex
fails in the new implementation.
