[tex-live] How to exclude a package from updating?

yes.  both ctan sites keep snapshots to guard against short-term
errors.

fwiw, i've copied the tl packages and the .zip from the main tree out of
the snapshot in cambridge (so they won't time out while a decision is
made).

i would prefer to find a maintainer who can take over the bundle
*quickly* and restore the status quo ante (i.e., with both t1 and otf
copies).

failing that, i can make the files available to whoever can propose a
coherent way of dealing with them.
