    from todays update the expl3 was deleted and the
    xpackages installed, but this directory is empty!
    in /tex/latex/ and also in /tex/lualatex/

Hi Herbert -- I'm afraid I don't understand what you're reporting.

As far as I know, expl3 and xpackages have been replaced by l3kernel,
l3packages, and l3experimental, as was described in the CTAN
announcement and as I wrote about on the list a few days ago.  I see no
trace of expl3 or xpackages in the current master tlpdb.  I also don't
see any empty directories.

As for lualatex, as far as I know no l3* files ever were or are intended
to be in that sub-hierarchy.
