[tex-live] TeXLive has no stable source tree and resorts to DVD with binaries?

None. There are no other branches but the ones for releases.

No. tldevsrc is a view onto the current trunk

What "further improvements" do you have in mind? We ship daily updates to
the packages. For binaries see above question.
