Was groff.enc just a mechanical reformatting of the groff devps/text.enc
file?   If TL duplicates of information that "belongs" to other programs
then a corollary of Murphy's Law says it is inevitable that the two
will become inconsistent.   It would of course be better if there was a
mechanism to permit TL and groff to share a single encoding file, and
that file would logically belong to groff.
