I know.

As described, it is about Matlab support.  If you or anyone can confirm
that the Matlab stuff also works with GNU Octave, then I could install it.

Alternatively, if I had infinite time, I could tweak things to omit the
Matlab stuff and include the free stuff (which seems to be more or less
independent).  I don't have infinite time, so it was not a priority for me.

Are the non-matlab parts actually useful to you?  That would make it a
priority :).
