Maybe case folding is done too early in the program.  Both files get
the same score (4) because of "exact match".  Maybe case folding
should add penalties (maybe 0.5).

Another issue is "texdoc -s plnfss":

Though plnfss initially has a higher score than LPPL.txt, the final
score is the same for both files.  I would expect that the -1 from
"bad extension" is added to the initial score.

Anyway, Manuel's thesis has highest priority ATM.  But maybe this
report can be put on a TODO list.
