Seriously, *if* someone is willing and has the time to port it to
another language, then IMO texlua is by far the best choice. Not only
because all the autoconf stuff can be avoided, but because the
pre-processing can be done within LuaTeX. This means that people can
use the higher level notation directly in their TeX documents and
don't have to run the pre-processor explicitly.
And bugfix releases can be provided at any time, not only once a year.
