I myself am slightly disappointed by this decision also. I can
understand why as developer you do not want multiple distribution
channels, but it would be good if everything that can be on CTAN
stays available there: from the user-side of things, that is
still the canonical place for tex-related software. Definitely
tlcontrib is not meant to replace CTAN in any way whatsoever.
