No, the variable TEXMFHOME is ~/texmf by default, where ~ expands to
$HOME on Unix and to %USERPROFILE% on Windows.  Thus,

  kpsewhich --var-value=TEXMFHOME

provides different results for different users.

If you install TL for a single user, you can change TEXMFHOME as you
like.  In a multi user environment a particular user can only change
TEXMFHOME by setting an environment variable.
