Sure enough. But if you mess around then many things can break.

But if for example your users have their home directories in ~/texlib
(which we had in our department for long time), a simple
   tlmgr conf texmf TEXMFHOME '~/texlive'
is enough.

And yes, TEXMFHOME can be any proper kpathsea path expression, like
   '~/{texmf,texlib}'
(just tried it and it works)
