[tex-live] Duplicate file owners

Hi,

Each morning, tlcontrib synchronizes itself with tlnet. Since today,
it also stores are the found filenames in tlnet in a database so
that I can check that tlcontrib packages do not claim ownership
of the wrong files.

This database store starts with a sanity check of the internals of
tlnet, and it reported these duplicate files this morning:
