It appears that TEXMFCACHE has to be an actual environment variable
for the current luatools to work. I'll see whether I can patch
luatools and report back later on this.

Different question: I had made this changes to texmf.cnf and
another change to Master/texmf-dist/tex/context/user/cont-sys.rme ,
but neither of those appear to have made it into this night's
build (fetched from cstug an hour ago). Was I supposed to do
something besides the actual file edits?
