[tex-live] tlmgr ftp issues?

 	501 Protocol scheme 'localhost' is not supported
permanent server connection set up, but downloading did not succeed!
Retrying with wget.
tlmgr: no updates available

What's especially odd about this is that usually I get an error about a
mismatched perl module before tlmgr retries with wget. Either way,
there's a long pause. Once it uses wget, it seems to work fine, though.
