I was rather thinking about collisions with package names (as was Karl, I guess).
The kind of collision you mention could be handled simply be presenting the list
of matching packages to the user (just as texdoc -l does for packages with many
documentation files), I think.

PS: I think that the idea of moving the discussion to the texdoc list was to
avoid another long thread on texlive@, so it may be a good idea to reply only to
texdoc@ (with people cc'ed).
