TL can't be expected to solve every such problem, but it is
certainly useful to a small group of potential users to indicate
ways to install TL without root/admin privs and without
internet.

Many "locked-down" configurations use older releases of linux
with old versions of utilities -- the user is faced with either building
current versions of utilties (if not all of TL) from sources, assuming
configure doesn't reject the available platform, or finding ways to
work within the existing tools.   TL has always gone to extremes
to support "legacy" platforms and part of this includes working
with the tools that are found on such platforms.
